Company’s Comment on the Situation Surrounding the REITER HALL Project
NEST, having undergone rapid development, has established itself over 26 years as a reliable developer that cherishes existing history and creates new history under the motto “Value Beyond Time.”
The main mission of the company is to preserve cultural heritage sites and give them new life while operating within the current legislation of Ukraine.

The Hillfort Business Mansion deserves special attention, having won the “Opening of the Year” award in the “Best Historical Environment Renovation Project” category on December 11, 2019, as well as the Renaissance Business Center, whose history began at the turn of the 19th and 20th centuries. Built in 1898, this business center is now a gem of the city’s business district. The building is an architectural monument, and the entrance group’s interior successfully highlights its noble origins.

Currently, we are implementing a significant project for Kyiv, REITER HALL (“Restoration of the main facade with the adaptation of the existing building to modern conditions, including the demolition of courtyard structures and the construction of a new structure in the courtyard space at 37 Reitarska St., Shevchenkivskyi District, Kyiv”).
The NEST team was inspired by the history of Reitarska Street in creating REITER HALL and aims to create a harmonious synthesis of an ancient building and modern technologies. We firmly believe that this business center will become a dream-like comfortable environment for embassies, international missions, and other similar organizations, as well as a kind of magnet that will attract not only tourists but also representatives of the business community to the heart of the capital.

In 2021, NEST acquired this project from the Austrian UNIQA Group. At the time of acquisition, all project documentation had been approved in accordance with Ukrainian law, and a construction permit (No. KV11412243239) was obtained on December 11, 2012.
Special attention was given to the REITER HALL concept, where, in addition to Ukrainian architects, a renowned Swedish architectural bureau participated, as Sweden is rightfully considered an exemplar of modern city planning – streets, public spaces, and architecture. In Sweden, such projects are often transformed into comfortable spaces for contemporary use, where medieval castles coexist harmoniously with modern architectural masterpieces.
It is also worth noting that relevant permits from the Ministry of Culture and Information Policy of Ukraine (No. 1/23.Z dated January 16, 2023) and the Department for the Protection of Cultural Heritage of the Kyiv City State Administration have been obtained. According to the Protection Agreement for the cultural heritage site at 37-A Reitarska St., Kyiv, and the Order of the Ministry of Culture of Ukraine No. 416/0/16-11 dated June 6, 2011, the building of the Kyiv County Zemstvo at 37-A Reitarska St., Kyiv, is included in the State Register of Immovable Monuments of Ukraine as an architectural and historical monument of local significance (protection number 644-Kv). According to the specified Ministry of Culture Order, the 37-A wing and estate wing B on Reitarska St. were recognized as not subject to inclusion in the State Register of Immovable Monuments of Ukraine, as they do not meet the criteria defined by current Ukrainian legislation.
As noted above, the property complex consisted of three buildings: – building 37-A – an architectural monument; − building 37-A’ (a courtyard wing), and wing 37-B (demolished by the previous owner in 2015 as an emergency measure during the project’s implementation).
Currently, NEST is carrying out work according to an approved and extensively quality-checked project, which includes replacing two non-functional courtyard buildings with a harmonious and, from a technological, innovative, and energy-efficient standpoint, unique structure. We emphasize that all planned changes are made strictly in accordance with current Ukrainian legislation and urban planning regulations. We are confident that this transformation will become a source of pride for the city.
At the same time, the REITER HALL project is under an active targeted information attack by “activists,” who, in our opinion, under the guise of caring for cultural heritage, misinform the public and local authorities to pressure businesses and pursue their personal goals.
The actions of these individuals directly interfere with our implementation of the REITER HALL project.
Through their protests and dissemination of false information regarding the building’s status, they cause systematic losses for the state, as they cast doubt on the validity of the provided documents, and for the city, as such actions result in neglected buildings (as is currently the case with wing 37-A’, shown in the picture on the right), making them unattractive for any international or local investments and, in general, harming the real estate market, which should function actively rather than struggle with arbitrariness.
NEST honors the cultural and historical heritage of the state, strives to fully realize the close interaction and synergy between the present and the past, and aims to give new life to historical buildings.
